|Essential Job Functions:
Responsible for assisting with the overall administration of the Peer Services Programs, Policy and Planning (PSPPP) Unit. Responsible for day-to-day management of programs and monitoring programs progress toward meeting performance outcomes, and for oversight of programs progress related to expenditures on an ongoing and consistent basis. Tracks, collects, and analyzes monthly and quarterly expenditure and performance data and information submitted by organizations to determine progress. (20%)Participates in the development and implementation of program systems, processes, procedures, and forms to ensure success of grant projects and overall improvement. Coordinates with internal and external representatives to develop and implement quality assurance processes; identifies program areas needing change and makes recommendations for improvement. Provides guidance to internal and external representatives regarding related program, policies, procedures, and best practices related to program administration. (20%)
Routinely provides timely and accurate technical assistance and appropriate troubleshooting to internal and external representatives. Consults with stakeholders to provide assistance related to program management, project implementation, budget development, invoices, and supporting documentation. Consults with stakeholders to identify opportunities for relevant training and technical assistance (TA). Oversees development and implementation of trainings and TA. (20%)
Coordinates and represents PSPPP in the development of procurement and contracting activities. Ensures programs adhere to applicable state and federal and contracting requirements, and agency policy and procedures. (15%)
Drafts and coordinates information and communication related to programs including legislative responses and reports, public presentations, correspondence, and memoranda for internal and external representatives. Represents programs at meetings as directed, attends conferences, and briefs leadership. (15%)
Coordinates with appropriate program and agency staff to conduct program and project compliance and risk assessment activities and to implement correction action or recommendations. Consults with internal agency representatives to ensure program compliance with applicable requirements, regulations, policies and procedures. Escalates issues in a timely manner to Unit Director. (10%)

|Knowledge Skills Abilities:
KNOWLEDGE IN: Peer support and recovery service delivery system in Texas including best practices and fidelity. Strong understanding of trauma-informed care and a healing-centered framework.SKILLS IN: Effective verbal communication, exceptional writing skills, data analysis, data reporting, and qualitative intepretation of complex policy issues. Effective facilititation of technical assistance and support to program services staff and contractors. Must comprehend complex issues and prioritize activities to meet strict deadlines, identifying problems, evaluating alternatives, and implementing solutions to complex policy and implementation. Skill in developing creative and workable solutions to complex problems. Skill in developing, writing and editing executive documents and briefings.
ABILITY TO: Communicate effectively orally and in writing. Gather, assemble, and correlate and analyze facts. Demonstrates strong organizational skills, ability to prioritize workload. Ability to work independently with minimal supervision, perform effectively and produce results. Ability to establish and maintain positive relationships with external and internal partners and work cooperatively in a team environment, including the ability to work with people under pressure, negotiate among multiple parties, resolve conflicts, and establish and maintain effective working relationships with various level personnel in governmental entities and program Develop complex, detailed implementation plans; develop products to support the implementation of evidence-based practices; develop materials for training and TA events; lead cross functional work groups; support contracts related to behavioral health services; develop statewide rules for behavioral health policy; ability to build and maintain strong relationships with diverse stakeholders and professionals.
|Registration or Licensure Requirements:
Texas Medicaid Peer Support Certification (Mental Health or Recovery Support)
|Initial Selection Criteria:
1. Current Texas Medicaid Peer Specialist Certification.
2. Knowledge of and work experience in peer services and recovery oriented systems of care.
